This is the initial release of Shoemaker, it adds the following things onto patch manager

1. a :galaxy ruleset for modifying/creating galaxy definitions
2. a :body ruleset for modifying planets
3. a :atmosphere-override ruleset for modifying the atmospheres of planets (cannot create new ones)
4. a :volume-cloud-override ruleset for modifying the volumetric clouds of planets (cannot create new ones)
