Asus have added check in ASUSSystemControlInterface driver if the process that is trying to open the IO device is the LocalSystem #40 (comment)

if your driver version is 3.1.41.0 or later, you need to use run.bat (and Run As Administrator) to run this application which will use PsExec to accomplish it
