Removes [@babel/runtime](https://github.com/babel/babel/tree/HEAD/packages/babel-runtime). It's no longer used after updating ancestor dependency [vercel](https://github.com/vercel/vercel/tree/HEAD/packages/cli). These dependencies need to be updated together.
