Solar storms bugfix/additions (#648)
Fix SEP shielding formula to be exponential approximation. Existing formula is inverted (shielding is going to infinity at 0 mass).
Add rad->rem conversion of bremsstrahlung. Gamma radiation is 1/10 the quality factor of SEP.
Add minimum distance of 1m for source distance since the raycast hit distance between directly attached parts is 0.

Update Contract in Bluedog.cfg (#649)
Kerbalism changed the BDB experimentID in the parts but never changed the contract to account for it.
This causes experimentID to have a null value and generate an EXC error.

Makes Kerbalism possibly compatible with future KSP 1.x versions without intervention.
With this, chances are that Kerbalism versions will continue to work with newer KSP 1.x
versions - until now, the shader folder had to be copied to a folder that mateched the
KSP version numbers. Since KSP 1.5 (and possibly before), it has not been necessary to
recompile the shaders. Kerbalism contained the same set of shader files for 1.5-1.9.
Chances are that future versions of KSP will still continue to work with these. To avoid
the need to keep multiple copies of the same files, or manually rename the shader folder
after a KSP update, use the default shader folder for all versions. If needed, this can be
changed for future versions if they ever should require a new set of shaders.

reduced the amount of radiation decay on equipment (solar panels, transmitters and antennas) by a factor of 10-20. New default decay rate is 1 istead of 20

Remove engine failures if EngineIgnitor or PayToPlay is installed.
This removes the reliability mod on all engines. It is probably better to
remove the entire part module instead of just setting all relevant values to 0,
which would make the module do nothing but burn up CPU cycles.
