Adds the City's capacity and the max property of the city in the sidebar

You're going to hate me, but again I think this might be better suited for a tooltip here
on hover of population/on hover of prosperity

It's very important information, and I completely agree that it should be included here, but due to this affecting the (already pretty stretched) available space in the sidebar, I think it would work better as a tooltip.

However, if you think that proper display like the one you implemented is a better choice, you can also do that, if you add an appropriate config settings in the UI section.

Above all, if you are interested in contributing to the project, please reach out to me on discord @Sephirex95, as we have separate communication channels you could benefit from (and I have a python script for adding new config options, which I'm itching to share with other devs (UwU ))

haha! because I just checked the code for toolips 😅?? No hate, here, only appreciation for you guys have accomplished so far. 😄
