This is a piece of legacy tool functionality, used in our asset generation script, that was missing.
This PR also adds a u8string version of the utf8 utilities in platform_utils and u8string constructors to OutputStream{,Ex} to make things work when building with c++20 and newer. All is protected by macro checks for u8string support.
