Merge PR #142 (Replace BLAS functions w/ pure F90 code)

This merge brings PR # (Replace BLAS functions w/ pure F90 code in
integrators, by @yantosca) into the KPP 3.4.0 development stream.

PR #142 replaces calls to most functions in util/blas.f90 with pure
F90 code. The BLAS functions pre-dated modern Fortran, which now has
core array operations, thus rendering BLAS obsolete.
