Description
We removed WASM from Gateway in 3.11, and also removed content from the config ref at the same time. During config ref generation, these parameters were accidentally regenerated, so we now have a WASM injected directives section with a fake

Going forward, if we only generate from the latest config ref version (or anything after 3.10), we shouldn't run into this problem.
