WIP: Mpibind jobspec #16

The pr features the jobspec generation tool as a first attempt at approaching applying mpibind at a higher level.

Changes:

Add a python script that uses both mpibind and Flux Python bindings to generate and submit jobspec

Outstanding Issues:

After seeing how Nick's plugin interacts with flux while sitting in mpibind repo, I believe this is possible for my tool as well. It seems like the mpibind Python bindings could be installed upon detection of FLUX_CORE.
