Update to sync all dependencies for build

Beta release for lbox publishing action (also see the attached screenshots)

What's included: all the same steps as labelbox packages expect for provenance_container

Gotchas: only lbox-clients supported
Reason: slsa-framework/slsa-github-generator did not work in a github -step because it is not a proper action, so could not use the matrix approach

Going to create a story to refactor, support provenance container and fix the above slsa generator issue
