Add doc.elidedFallbackName

This adds the doc.elidedFallbackName attribute.

• If it has a string it will end up in <axes elidedfallbackname="Regular">
• If set to None it will be removed from <axes>
• Not clear how localisation should work, will add this later if necessary.
