This adds --legacy and --json arguments to releases.py.

--legacy is the current logic used for adding files to the json, but only adding the fields from the previous json script (no canary, timestamp or subpath).

--json sets name of the output file. It still defaults to releases.json and --output still controls the directory to put it in.
