Not fully tested yet, draft PR so it doesn't get forgotten. Makes integration errors non-fatal to the scheduler.

Testing it now. This expands the scheduler.py harness to catch exceptions/failures in integrations, and report them to lqosd - and keep running rather than terminating. That should prevent transient errors from killing the scheduler.
