Approved as this working fine on my side with M1 environment.
Another alternative command-param can be like this
subprocess.run(["xcodebuild", "-scheme", "Fugu14App", "-derivedDataPath", "build", "-sdk", "iphoneos"], check=True, cwd="arm/iOS/Fugu14App/")
