Hey I can see you edited the smart contract
But the implementation inside the code isn't done right ?
So if I merge this contract, this will break the code as this contract isn't deployed too
Plus, you've added the chairman function, the issue is that we need to internally call this function to

1. put in the required technologies
2. always authorise someone who comes to vote
   Incase you have exams , it's alright, you can finish them and then get back to this, or else create issues for other contributors to solve
