Added a generate script - generate-github.py - to pull IPv4 and IPv6 addresses from the GitHub Meta API endpoint.
While GitHub publish usage for multiple purposes within the Meta API, a single consolidated list is produced for simplicity.

The list is publised as a JSON Document.
Also added to generate_all.sh and README.doc list of lists.
