rework the Models API (#134) as per plan in #264. since we are dogfooding this and nobody else is using it (hopefully) this is a pretty aggressive rewrite, dropping the old bundled registry files and changing some user APIs. the approach is described in the planning docs. also some miscellaneous fixes to appease mypy.
