This does a couple of things to improve the build process:

Use GitHub actions instead of AppVeyor
Set up SourceLink so stepping in works for devs to dive into the code
Set up deterministic builds
Remove nuspec file and do everything from the csproj
Ensure GitVersion updates things as expected
