we shouldn't defer supporting 5.8.3 due to JuliaGPU/CUDA.jl#2844

This PR replaces PowerModels.jl in favor of ExaPOwerIO.jl. it should not be merged until nested structs are fixed within ExaModels.jl: exanauts/ExaModels.jl#176
