This PR replaces the manual serialization, method channel handling, and most tests with Pigeon-generated code instead. See the discussion at #2504 for details about where Pigeon stands, but with Pigeon we're able to remove thousands of lines of code, with the potential to remove another thousand or two more just for iOS and MacOS
