Proper handling read_data and read_search.search_data

This patch fix 2 things:

1. handle proper read_data, for example one of our buggy REST services require empty object in GET, and without this patch not possible so solve this issue
2. If we provide read_search.search_key and read_search.search_value seems no reason to make request with read_data

This is great, @tantra35 - thank you for the proposed changes! We just had a mega rewrite of the project with the new Terraform Plugin Framework so this PR cannot merge into that branch. I've moved these changes forward (and expanded them beyond just read_data and search_data. It will be released shortly!!!
