[WIP] FE Meter
This peripheral allows you to measure the energy flow passing inside it and to restrict it.
NOTE: This is still a WIP, and is only avaliable in creative mode, to be tested.

The wraped peripheral will be named meter
Gets the energy that is stored inside the FE Meter.
Gets the maximum energy that can be stored inside the FE Meter.
Gets the energy that the FE Meter actually transfered last tick.
Gets the energy that the FE Meter allows to pass through every tick.
Sets the energy that the FE Meter allows to pass through every tick to rate.
Gets the maximum tranfer rate that can be set on the FE Meter.
