Compile with Python 3.10 bindings, suitable for Blender 3.1+

Note: I do not believe this PR should be merged as-is, because it will break support for Blender 2.93 & 3.0
Please contact me if you know of a way to offer multiple release builds for different Python versions, in order to support both older and current Blender versions, and I'll update the PR.
