This PR adds support for QGIS 4.0 projects. Essentially just cherry picks the commit from QGIS, which adds the change and adds it as patch for QGIS port.
Brings changes from qgis/QGIS#60855 & qgis/QGIS#62446 & qgis/QGIS#65114
