feat(logger): logger overhaul

• Adds a stateful Logger class with the ability to pipe logs to multiple endpoints
• Adds an optional transport constructor argument for specifying endpoints
• Defines a standardized LoggerEntry type
• Adds support for logger tags for filtering at the transport level
• Deprecates makeLogger but keeps it as a wrapper for new Logger
