This PR ports all missing documents from the MicrosoftDocs/WindowsCommunityToolkitDocs 7x repository in preparation for applying docs redirects from 7x to 8x.

Each added notice head containers tailored but templated information about each archived component. Those that the team is already tracking or are interested in tracking for porting forward are marked as such and linked to GitHub where possible, likewise for components we have no interest (capability or capacity) to continue maintaining (e.g. Twitter/Linked/Weibo services).

The porting GitHub tickets that have been linked in these headers are slated for revamp and consolidation soon to provide clear guidance on how community members can tangibly move the porting process forward on each component.

Archive notices where we're interested in porting but do not yet have porting tracking tickets are slated for follow-up once those new tickets are created.

For now, these need to be published to MsLearn so that the 7x->8x redirection can be put into place.

Similar to the comment on graph, to make it easier to keep the main line windows content that we plan to push more automatically cleaner. I'm thinking having a general docs/archive folder and then putting the windows folder under that, e.g. docs/archive/windows would make management easier now and in the future?
