From our internal discussion, we will keep the parameter name as AllowClassicPublishingSiteCreation. We could need to re-checkin this.

@samkabue / @aditisrivastava07 -- based on the latest discussion this morning, we have confirmation from @lijunle that this Doc PR is good for merge - there's no more change required. Do I need to create a new PR? Nothing is changed from last time.
