Improve clarity on Automatic Role Based and Built-in Exclusions on Windows Server

The documentation here is correct but it is possible to skip some of the notes as they are not prominent enough and because internal page links early in the page skip you over some very important information about the types of scans that the exclusions do and do not apply to.

Changes:

• Moved the important notes to the top to make it impossible to skip over and hide them by clicking a link at the start of the page that jumps you past them.
• Changed the notes to exist in an IMPORTANT block to add extra prominence.
• Clarify some of tne important notes and make them more visible
• Rewrote the note about duplicate exclusions as it was hard to understand what this meant
• Moved the note about Windows Server 2012 R2 role exclusions into the Server Role Exclusions section and gave it its own section. It does not need to be in the important notes at the top of the page as it only applies to Server Role Exclusions.
• Added notes block to the two main sections to make it explicit that the list of exclusions may not be complete or up to date as we may change things later, and also added a link back to the important notes.
