Summary

update Material Components to 1.13.0 for spring animation support
add spring-based fragment in/out animations and remove overshoot interpolator
wire NavOptions to new spring resources
polish string resources and include new daily tip entries across locales

Testing

./gradlew test (fails: SDK location not found)
apt-get install -y android-sdk (fails: ca-certificates-java)
