Implementa o comando /time e seus aliases, equivalente a tarefa CRM-21 no Jira. Inclui todos os formatos, o argumento 'all' para múltiplos mundos e exibição da hora atual.
(Para escolher um mundo especifico, deve se usar a notação correta, por exemplo: /time day world; isso mudará o tempo do Overworld. Nether -> world_nether, The End -> world_the_end)
