Pull Request Overview
This PR improves the CI/CD process by replacing the existing Docker build workflow with a new development-focused workflow that supports multi-architecture builds and automatic triggering.
- Removes the old manual workflow that required custom runner labels
- Introduces automated triggers for pull requests and pushes to the develop branch
- Adds multi-architecture support (AMD64 and ARM64) for all Docker images
