- fix input check of TensorListReserve, enable to support vector and scalar
- fix double output assignment in TensorListReserve, BiasAddGrad, Min, Unique
- remove FP64 support in ApplyGradientDescent, for muDNN doesn't support DOUBLE (float64) for binary operations
