Refac: split server file, use axios instead of fetch

• Add tests
• Add prisma postgres database for permanent cache that is independant of instances (no more double RPC calls)
• Reduce amount of RPC calls
• Add cache
• Prevent double processing
• Once an RPC hits 429 don't call it for 10 sec
