feat: DTOSS-8139 append commit hash tag to all images

Description

This PR includes a change that will result in adding a new tag with the short commit hash to all the images, not only those that were rebuild in the latest workflow run.

Context

This is a first step to a new image management workflow, that will allow us to easily target a specific point in time of the environment.
