DTOSS-8565: Create a Terraform module for Azure Service Bus

Description

Been working with Michael Justus to create a module for Azure service bus namespace and topics.

We have also included detailed examples of how to call this too.

This has been deployed here: -

This module can deploy: -

Azure service bus namespaces and Azure service bus topics.

Context
