feat: DTOSS-10697 Azure App Service Plan alerts

Description

Add Azure Monitor Alerts to App Service Plans so that an email action group (also created by this PR) receives notification of high CPU or memory use by the ASPs.

Evidence of successful Terraform Plan for Production environment.

Context

Improves observability of system performance.
