[DTOSS-00000] Enabled must be true for app insights availability test

Description

For application insights availability tests, the terraform module must have enabled set to true. By default enabled is false.

This has been tested and is evidenced that it works below:-

• Breaking change (fix or feature that would change existing functionality)
• Bug fix (non-breaking change which fixes an issue)
