Additional record offline script

Description

This is a variation on the existing record-offline script. Rather than running it as a regular multi-threaded test, this is designed to run at very low threads and report on the spreadsheet times for all sessions. This gives a broad view of offline download performance.

Context

This is specific to MAV-994 and was used to generate the reports. Note that 994 includes a future observation which may require this scenario to be rerun.
