Description

Add AWS Pipes permissions to deployment policy

Context

Allows us to deploy AWS Pipe resources. This is acct level change to putting into a separate PR to stop it being overwritten and hindering development.

Type of changes

• Breaking change (fix or feature that would change existing functionality)
• Bug fix (non-breaking change which fixes an issue)
