This pull request adds a first draft of documentation to this repository. The documentation includes all planned sections, but more work could be put in to flesh out the content further.
One benefit of including the documentation in the repository (with Sphinx and ReadTheDocs) is that it will be an "evergreen" document, and updates can easily be made by merging in new branches.
