Clean up and consolidate the codebase, updating plotting and metric capabilities, and enhancing support for calibration, regionalization, and domain-based analyses. Input and crosswalk files were consolidated, NWM/NGEN naming standardized, and file formats converted to CSV. Docker and CI/CD pipelines were heavily updated to streamline builds, reduce unnecessary pulls/pushes, and support GitHub migration. Logging, README, and example configurations were improved, while bugs in event metrics, TEERH, locations, and AK patches were fixed. Additional updates include support for oCONUS, Jupyter notebook demos, and addressing OWP concerns. Minor formatting, comment, and typo fixes were also applied throughout.
