This change updates the
nvcdipackage to the upcomingv1.17.5release. (I created av1.17.5-rc.1release to enable this).This change also ensures that the generated CDI specifications do not include the
enable-cuda-compathooks as not having these will cause errors for host-installed toolkits withough this hook implemented.
