Fix FAR bugs

per Sam and Talia, we should never pull from anything other than zonedist1, and we should not split. This came out of investigating what null vs "-" mean in the dcp_zoning_maxfar.csv file from zoning.

Luckily, only 26 BBLs had incorrect FAR values in PLUTO due to this bug. They're below. We can review now, but I'm going to wait to merge until chatting with @AmandaDoyle, who probably wrote this code originally.

Looks like we still have a mix of dashes and nulls for resdisteq. Doesn't necessarily seem 100% in scope but do you have thoughts there? I don't think it's used in the build currently actually
