Upgrading gdal to the latest version available as of today - 3.12.3.

Required in order to complete PR #2194, since the new fgdb metadata code relies on 3.12 gdal features.

Made manual changes to requirements.in and setup.sh files. Auto updates to requirements.txt and constraints.txt were made by calling admin/ops/python_compile_requirements.sh.
