Add Telegram Webhook Support

2. Patched discord.SendEmbed to (if tele is enabled) go to discord.tele_sendembed and reroute to run through telegram.
3. far from done, mainly a prototype, additionally telegram doesnt have embed support so you have to hack your way around it

I have added full telegram bot support for those who can't have discord on mobile (privacy reasons) but still want to know how their macro is doing.

I don't think this will be added to the main branch- I don't see a need for two options for effectively the same thing, and it will complicate things. If you want to elaborate more on "privacy reasons", then please do

this is actually good, it's way easier for me to acess telegram on my phone than discord. though i couldn't set up the integration through UI and had to change nm_config.ini to make it work it's still very cool
