This is a duplicate, because the enum exists in:

• netex_contact_support
• netex_organisation_support
  NOTE: the only difference is that the enum in netex_organisation_support additionally has the enum value "publicRelations"

This seems OK to me, assuming the enumeration was intended for netex_contact_support and not netex_organisation_support

I don't agree here : we need it in _netex_organisation_support.xs_d (the SXD does not validate anymore if you do that change)
But it looks that netex_contact_support.xsd is not used... (it's not in the XMLSpy project and not included anywhere), so we just can forget (delete) this file
