Description of changes

Update the generic Microsoft Surface kernel patches to 6.18.13 with the latest patches from linux-surface/linux-surface.

NOTE: Even though these patches build cleanly and work on my personal Microsoft Surface Go, I can't test all variants of the Microsoft Surface line, so I'm relying on the upstream linux-surface supported devices and feature matrix to decide whether kernel 6.18 is viable for everyone.

Things done
  • Tested the changes in your own NixOS Configuration
  • Tested the changes end-to-end by using your fork of nixos-hardware and
    importing it via <nixos-hardware> or Flake input

I'm just waiting for the upstream linux-surface/linux-surface PR to be merged to master.
Then I'll update the rev and hash as appropriate.

The patches for kernel 6.18.3 were merged yesterday, so I've updated the rev and hash.
