Not backwards compatible as per upstream release notes: https://github.com/Taiko2k/Tauon/releases/tag/v8.1.0

Also bumps PySDL3 - not opening a separate PR for that since tauon is the only user so far.

Huhh, CI failing by getting... rate limited? does not seem very helpful.
