Adds agru, a much speedier replacement for the
ansible-galaxytool packaged with ansible. matrix-docker-ansible-deploy prompts you to install it if it can't find it, which is how I encountered it.passthru.tests.nixpkgs-reviewon this PR. See nixpkgs-review usage../result/bin/.
