Creates a .bashrc file for sourcing the environmental variables. This is now used in the entrypoint.sh script to setup the environment, but produces the correct environment when restarting the Docker container (the container does not call entrypoint.sh on restart).

Closes #5

It looks like the CI build is failing before it gets to the parts of the workflow that are affected by the change. Seems like something related to the base spack/ubuntu-jammy:develop container. @streeve have you run into a similar issue in any other containers?

I'm going to start another PR for getting the container to build at all. Then this can be added in.
